Does Arizona Require A State Dealer License?
Arizona does not issue a separate state firearms dealer license on top of the federal license. Your Federal Firearms License, your local approvals and your state tax registration are what you need to open the doors.
The Arizona Department of Public Safety is the state-level point of contact for firearms questions, and state police or the state bureau of investigation handle records requests and law-enforcement notifications. Local rules still apply — cities and counties in Arizona set their own zoning and business-license requirements.
Steps To Get An FFL In Arizona
The federal process is the same in every state; what changes is the local layer in steps 2 and 6.
- Pick the license type that matches your activity (Type 01 dealer, 07 manufacturer, 03 C&R, etc.)
- Secure a premises that is zoned for the activity and get the zoning answer in writing
- Form your entity, get an EIN, register for state and local tax accounts
- File ATF Form 7 (5310.12) with Part B fingerprints and photos for every responsible person
- Send the required copy of the application to your Chief Law Enforcement Officer
- Complete the in-person ATF Industry Operations Investigator interview at your premises
- Receive the license, set up your bound book and 4473 storage, and start operating
Arizona-Specific Points
Arizona's sales tax is a transaction privilege tax licensed through the Department of Revenue, and many cities license separately through the same AZTaxes portal. Register before your first retail sale.
Arizona preempts most local firearms regulation, but municipal zoning and home-occupation ordinances still control whether you can operate at a given address.

Business Entity, EIN And State Tax Registration
Most Arizona applicants form an LLC or corporation before filing ATF Form 7, then get an EIN from the IRS and register for state tax accounts. ATF does not require a business entity, but your bank, wholesalers and distributors usually will.

Zoning, Premises And Local Approval
ATF must deny a license when operating the business at the proposed premises would violate state or local law. In Arizona that check is made at the city or county level, so get your zoning determination, home-occupation permit or business license in writing before your ATF interview.

- HOA covenants or a landlord letter if the premises is a home or a lease
- A place to store records and firearms, and access for ATF inspection during business hours
After You Are Licensed
Once the license is issued you run NICS checks, keep a bound book (or approved electronic equivalent), retain ATF Forms 4473, report multiple handgun sales and thefts, and renew every three years.
