The Type 03 is the cheapest license and the most misunderstood. It is a collector license, not permission to run a business.

What It Allows

A Type 03 lets a collector acquire firearms classified as curios or relics in interstate commerce for a personal collection, shipped directly to the collector.

What It Does Not Allow

It does not permit dealing, does not cover modern firearms, and does not authorize transfers for other people. Repeatedly buying and reselling C&R firearms for profit is dealing without a license.

Fee And Records

The Type 03 fee is $30 for three years. Collectors keep a bound record of C&R acquisitions and dispositions.
