FFL License Types Explained

Pick the license that matches the activity you will actually perform. Choosing the wrong type is the single most expensive mistake an applicant makes, because it usually means refiling.

The Common Licenses

Most applicants land on one of three.

  • Type 01 — Dealer in firearms other than destructive devices; covers retail sales, transfers and most gunsmithing
  • Type 02 — Pawnbroker in firearms; a dealer that also takes firearms in pawn
  • Type 07 — Manufacturer of firearms and ammunition; includes dealing rights and is the base license for an SOT manufacturer

Collector And Ammunition

A Type 03 Collector of Curios and Relics license is not a business license — it lets a collector acquire qualifying C&R firearms in interstate commerce for a personal collection. A Type 06 covers manufacturing ammunition, not firearms.

Import And Destructive Devices

Types 08 and 11 cover importing; Types 09, 10 and 11 involve destructive devices and carry substantially higher fees and additional obligations, including ITAR/DDTC considerations for importers.

Frequently Asked Questions

Does a Type 07 let me sell like a Type 01?
A Type 07 manufacturer may also deal in the firearms it is licensed to manufacture. Confirm the scope for your specific activity before relying on it.
Which license do I need for NFA items?
An FFL alone is not enough. Dealing in or manufacturing NFA items also requires Special Occupational Tax status on top of the license.
