Personal Eligibility
Every responsible person on the application is screened, not just the owner.
- At least 21 years old
- Not prohibited from shipping, transporting, receiving or possessing firearms or ammunition
- No willful violation of the Gun Control Act or its regulations
- No prior license revoked for willful violation, and no material false statement on the application
- Truthful disclosure of every responsible person who directs policy or management
Premises Requirements
You must have a specific business premises listed on the license, and conducting the licensed activity there must not violate state or local law. ATF verifies the address exists and matches what you described. A P.O. box is not a premises.
Security And Storage
Federal law does not impose a single national safe standard for most licensees, but the investigator will discuss secure storage, and some states and localities impose their own requirements. Theft and loss must be reported to ATF and local law enforcement within 48 hours of discovery.
Recordkeeping Capability
You must maintain an acquisition and disposition record (the bound book), retain Forms 4473, run NICS checks where required, and report multiple handgun sales. Records must be available for inspection at the licensed premises.
