What It Allows
A Type 06 licensee may manufacture and sell ammunition, including reloaded and remanufactured ammunition, in interstate commerce. The fee is $30 per year, three years at a time.
When Reloading Becomes Manufacturing
Loading ammunition for your own use is not licensed activity. Loading ammunition for sale, or with a view to profit, is manufacturing and requires the license. Commercial reloaders who sell to shooters or ranges fall on the licensed side of that line.
What It Does Not Cover
A Type 06 does not permit manufacturing firearms or frames and receivers, does not allow dealing in firearms, and does not cover armor-piercing ammunition. Manufacturing destructive-device ammunition or NFA items requires the appropriate license plus SOT.
Excise tax on ammunition is administered by TTB, not ATF, and applies separately from licensing.
