The Federal Position
ATF does not require a storefront or retail hours. It requires a specific business premises where the licensed activity is lawful and where records and inventory are kept and available for inspection.
The Local Reality
Handle these before you file — the investigator will ask.
- Zoning district permits the activity at that address
- Home-occupation permit if your city requires one
- Landlord written permission if you rent
- HOA covenants that restrict home businesses
- State or city firearms-dealer license, where required
Practical Setup
Keep inventory and records in a defined, secured area of the residence. Be able to show the investigator where the bound book lives, how firearms are stored, and how customers (if any) will access the premises.
Fees, forms and processing rules change through ATF rulemaking. Confirm current requirements with ATF and your state and local authorities before you file.
